Working with Children Check

The Working with Children Check (WWCC) is a State Government requirement which was introduced several years ago. It is a current check and ongoing cross-checking of criminal records for sex, drug or violence offences, with notification to our Club and Life Saving Victoria.

Whats Changed?
New rules require all CPSLSC Members aged 18 and above to hold a valid Working with Children Check (WWCC) since Child Protection Laws and Life Saving Victoria (LSV) Policies have been updated. This applies to adults, parents, and guardians involved in club activities with children (see list below). The policy covers all membership categories, except Social Membership.
 
Given the nature of child involvement in Surf Life Saving activities, it is up to us as an organisation to safeguard our younger members. A blanket requirement is the only feasible means for the Club to comply with these legal obligations. The Club is eager for all parents to be actively involved in their children’s activities and holding a valid WWCC enables that parental participation.

The Legal Stuff
As a volunteer organisation, CPSLSC has an obligation to protect our young members from physical and sexual harm. This includes the responsibility to ensure that:
 
     - No employee or volunteer with a Negative Notice (i.e. to have been found unsuitable to work with children as a result of the WWCC) and/or Interim Negative Notices (as defined under the Act), undertakes child related work; and
     - Employees and volunteers have the appropriate WWCC according to the work undertaken.
 
The Department of Justice WWCC website defines child related work as “contact with a child that is ‘direct’ and part of the person’s duties. Direct contact includes oral, written or electronic communications as well as face to face” (www.workingwithchildren.vic.gov.au).
 
Cape Paterson SLSC considers the following list of activities and roles as involving direct contact with a child:
     -Patrolling Members
     -Nipper Age Managers
     -Nipper Primary Guardians
     -Nipper Assistants
     -Trainers, Assessors and Facilitators
     -Kiosk Volunteers
     -Other Volunteers
 
The legal requirement states that all members aged over 18 years who undertake child related work in a voluntary or salaried position in any capacity are required to have a current WWCC registered to Life Saving Victoria and CPSLSC.

Police and Teachers
Even exempt individuals such as Police Officers and VIT registered teachers must have a WWCC to participate in CPSLSC activities due to reporting processes. Without a WWCC linked to LSV and the Club, there's no connection between their professional status and volunteer involvement. This policy allows us to protect junior members by ensuring a level of transparency of involvement by registered individuals and the Club.
Already hold a WWCC?
If you already have a WWCC through your work with another organisation, you will need to update your WWCC to reference LSV and Cape Paterson SLSC (as per the details below). Please go to the following link and update Sections D & E to reflect the details set out below. The main occupational field will be “42 (Clubs and Associations)”, along with the name and address for LSV and the Club.

Need to apply for a WWCC?
For those without a WWCC, you can submit your application via the Department of Justice’s easy to use online portal at: https://www.workingwithchildren.vic.gov.au/ 
 
WWCC’s are free for volunteers. Please note however, a volunteer WWCC cannot be used for employment purposes.

Completing the Application
Click on the “Start Application” button and follow the prompts. You will need to provide 100 points of identification (refer to the application form for details) when completing your on-line application.

FAQs
     1. I’m a relation/family friend of a Nipper and I want to attend the sessions to support a child involved in the program. Do I require a WWCC?
     Answer: If you attend the Nipper program as a supporter and observer, no WWCC is required to be held on our system. However, if you were to be assisting run a session, be actively involved in the program, or have any ‘direct’ contact with a child, you would be required to have a WWCC.
Note: If at any time you act as a child’s primary guardian, such as if the child’s parents aren’t attending and you bring them to the program, you are required to have a WWCC submitted to the club.
 
     2. I’m a Social member, do I need a WWCC to attend club events where there are children attending?
     Answer: No, if you’re involvement with the club is limited to attending our Member Events, you are not required to have a WWCC held on file. If you become involved with the Active aspects of the club as listed above, including the Kiosk, as we encourage all members to be, you will need to update the club with your WWCC details.
